Important changes in customs obligations postponed until 1 September 2009
Customs Obligations
As from 1 September 2009, all customs declarations with regard to export need to be filed electronically. For Belgian customs brokers this obligation does already exist, but for all other companies it is new.
Normally, this change in customs regulations should already have been applicable as from 1 July 2009, but the Customs Authorities decided to grant some respite.
The obligation to lodge the export declaration in an electronic way is part of the gradual EU-wide introduction of the “Export Control System” (ECS). The implementation of ECS aims at making the entire export process, from the exporter to the external EU border, completely electronic. The first phase of ECS became operational in Belgium in 2007. With the second phase, which now comes effective on 1 September 2009, ECS is universalized and its obligations will apply to all economic operators.
Practically speaking: if your company has been using paper export declarations in the past, this will no longer be possible as from 1 September 2009.
